About Evan

With more than 17 years of experience in the agricultural sector, Evan brings a wealth of knowledge to the Talbot Soil Conservation District and JBO. He grew up and worked on his family’s grain farm in Queen Anne’s County, where he developed a strong foundation in agriculture and land stewardship.

Having spent much of his agricultural career on visionary, conservation-minded farms committed to innovation and responsible land management, Evan offers a diverse and valuable perspective. His background also includes experience with non-GMO soybeans, including managing a cleaning facility that processed food-grade soybeans for both domestic and international export. In addition, he gained life-enriching experience working in the oyster industry.

Evan is a proud veteran who served overseas in the United States Navy aboard the USS Juneau (LPD-10) during Operations Iraqi Freedom and Enduring Freedom from 2003 to 2007. He is also a proud Blue Hen, having earned a Bachelor of Science in Food and Agribusiness Management from the University of Delaware.

With a deep appreciation for farm life and a strong commitment to helping feed America, Evan understands the importance of agriculture and conservation for future generations. Outside of work, he enjoys spending time with his wife, Angie, and son, Lincoln; traveling to new stadiums to watch the Orioles; following NASCAR; cooking new recipes; biking; and playing No-Limit Texas Hold’em.

Talbot Soil Conservation District is part of Envision the Choptank (Envision), a multi-stakeholder partnership focused on developing collaborative solutions to provide a swimmable, fishable waters and to enhance the health and productivity of native oysters in a way that best meets the needs of the surrounding communities within the Choptank River watershed.

In 2025, Envision partner organizations received funding to pursue a holistic approach to rapidly improve local water quality conditions in the Upper Choptank watershed, which includes parts of Talbot and Caroline Counties in Maryland and part of Kent County in Delaware. A defining feature of this project is the development of the Producer-Led Bundling Agricultural Practices Program. This will involve forming Producer-Led Groups, which are small groups of farmers working within the same sub-watersheds. Envision partners will work with these groups to co-create solutions that will improve both local water quality and agricultural productivity. This community-based approach leverages local concern and motivation to accelerate implementation of durable restoration practices.

The Landowner Assistance Coordinator (LAC) works with participants in the Producer-Led Groups to implement the solutions identified within the program. The LAC provides technical assistance to farmers, helps to assess resource concerns, evaluates potential solutions, connects to funding opportunities, and coordinates implementation. The position works closely with and is supported by Talbot and Caroline Soil Conservation Districts and the program’s Advisory Group, program facilitator, and farmer community liaisons. 

The LAC reports to the Talbot Soil Conservation District and JBO Conservation. The position is housed with Talbot Soil Conservation District and managed on a day-to-day basis jointly by JBO Conservation and Talbot Soil Conservation District.
